When you ask a dealer for a quote, they usually list the "Big Three": Import Duty, Excise Duty, and VAT. But when the final invoice arrives from KRA, there is an extra line item that costs you Ksh 50,000 to Ksh 100,000 more than you expected.
These are the Levies: The Import Declaration Fee (IDF) and the Railway Development Levy (RDL). They are not technically "Taxes" (they are fees), but they must be paid to KRA all the same. Here is what they are and why you cannot escape them.
1. IDF: The Import Declaration Fee (3.5%)
Every time you bring goods into Kenya, you must "declare" them. KRA charges you a fee just for the privilege of processing your paperwork.
- The Rate: Currently 3.5% of the Customs Value.
- The Fluctuation: This rate changes frequently. It has swung between 2.0%, 2.5%, and 3.5% in recent Finance Acts. Always verify the current rate for the month of import.
- The Minimum: There is a minimum charge (approx Ksh 5,000) if the percentage calculation is too low.
2. RDL: The Railway Development Levy (2.0%)
This fee was introduced to pay for the Standard Gauge Railway (SGR) from Mombasa to Nairobi.
- The Rate: 2.0% of the Customs Value.
- The Purpose: It taxes imports to pay off national infrastructure debt.
- Exemptions? None for standard car imports. Whether you use the railway or not, you pay the RDL.
3. The "Small" Percentage Trap
Buyers often ignore these because "2%" sounds small compared to "35% Import Duty." However, the trap is in how it is calculated.
These levies are charged on the Customs Value (CRSP), not your Invoice Price.
If you buy a car for Ksh 800,000, but KRA values it at Ksh 1.5 Million (CRSP):
- IDF (3.5%): Ksh 52,500
- RDL (2.0%): Ksh 30,000
- Total: Ksh 82,500
4. The "Processing Fee" (The Final Kicker)
On top of IDF and RDL, KRA adds a small "Customs Processing Fee" (approx Ksh 10,000) for the physical handling of the entry. When you add IDF + RDL + Processing Fees, you are looking at roughly 5.5% to 6% of the car's value on top of the standard taxes.
